Is Nokia causing fragmentation on Windows Phone?

With the announcement yesterday of Nokia gaining some exclusive apps and games, Nokia received some praise and some angry eyes at their move but ill leave that for to decide?

fragmentation is a dirty word in the Android world, Google push out so many OS updates that the handset you had yesterday might be obsolete the next day, and other huge factors rely on your manufacturer providing the update. So is Nokia’s move making one apps like “paypal” exclusive to dthere platform, making other manufactures such as HTC take the same approach and release exclusive apps putting the vibrant Windows Market Place into turmoil?

Is it a good thing?
